Cannot install Japanese on Language Support Ubuntu 12.04

Is this a bug???? I'm posting first and am planning to report if I don't get an answer.

My computer: ASUS U31SG-AS31
Ubuntu version: 12.04

Problem:

I would like to type in Japanese (phonetically, so typing "o-ha-yo" will produce those letters). My IBus keyboard icon, when clicked, does not show any language other than Chines when I click on Preferences -->Input Method tab. All tutorials have a Japanese option with the Japanese-Athy selection. I thought maybe it was because Japanese was not installed in the Language Support.

I cannot install the Japanese language under Language Support. I can install other languages. This is what happens:
I click on the "Language" tab, then click on "Install/Remove Languages", select Japanese, click to check the box and click "Apply Changes".

I get an error box (titled gnome-language-selector) saying "Failed to download package files" with the Details: Failed to fetch http://security.ubuntu.com/ubuntu/pool/main/f/firefox/firefox-locale-ja_13.0+build1-0ubuntu0.12.04.1_amd64.deb 404 Not Found [IP: 91.189.92.166 80]

Is this a kernel related bug?? Or something completely different? I've searched various forums and haven't come across any similar problems....please advise!!!!

Ah, so updating worked. BUT, I'm still having issues with the IBus preferences....
