I recieved this error code under apt-get:

E: Could not open lock file /var/cache/apt/archives/lock - open (13: Permission denied)
E: Unable to lock the download directory

How do I disable this and update Ubuntu?

see there is another process (download is running ) that's y you are getting this error.

check if there is active software download please let it finish or kill by manually ..

then try

sudo apt-get update && sudo apt-get upgrade
