First ran into it when installing tomcat6. I tried using Synaptics "Fix broken packages" edit menu option, but that didn't mark anything. So I just kept searching for the package it said wasn't being installed, until I got to a package that didn't give me that message when I tried to install. After installing that, tomcat6 installed fine. Sorry I didn't note which package I had to track down.
Then I ran into the broken package error again:
