can not download from software center or synaptic package manager
If I try to download from software center I get a message saying (previous installation hasn't been completed) The installation could have failed because of an error in the corresponding software package or it was cancelled in an unfriendly way. You have to repair this before you can install or remove any further software. And when I open synaptic package manager I get a message saying.(AN ERROR OCCURRED the following details are provided: E: dpkg was interrupted, you must manually run 'sudo dpkg --configure -a' to correct the problem.
E: _cache->open() failed, please report.
Also when I open the package manager I get a message saying (not all updates can be installed) run a partial upgrade ,which starts a program that goes as far as listing found linux generic -pae images .and then hangs there. Running $ sudo apt-get upgrade
gives this message--E: dpkg was interrupted, you must manually run 'sudo dpkg --configure -a' to correct the problem. When I run this in terminal it does the same as running the partial upgrade.

You haven't specified what release you are running. Please provide the output from:
uname -a; lsb_release -a
It seems like the system lost power during an update.
First update the package lists:
sudo apt-get update
We might need to know what the stuck packages are. Please also provide the actual output of:
sudo dpkg --configure -a

The command was 'uname', not 'name'. You can cut and paste into a terminal window to avoid any errors.
The dpkg --configure seemed to work fine - there's no errors in the output that you pasted here. The Linux images that it finds are what it is adding to the grub boot menu. You might like to delete some of the older kernels if want - just be careful not to delete the current one.
you can find out what kernel is currently running if you type the uname command correctly:
uname -a
I suggest you do a software update and see if there are any errors.
I'm not sure if you've done the package list update already today:
sudo apt-get update
then you can try to update the software packages:
sudo apt-get upgrade
Please post the full output with any error messages if it doesn't work.

OK, now we're getting somewhere. I note that you're runnin kernel 2.6.32-37. The Current version is 2.6.32-38 so it probably hasn't managed to upgrade the kernel at this stage.
do the following in a terminal:
sudo mkdir -v /var/lib/
and it should respond with the successful result:
"mkdir: created directory `/var/lib/
If it comes up with anything drastically different then stop and post the result here.
If it is successful, first make sure that all update programs like Software Center, aptitude, synaptic, dpkg etc are NOT running, then try the update command again. You can only have one update type program running at a time for obvious reasons.
sudo apt-get update
and post any error messages here.

Ah, OK. I think you're saying it never completes the dpkg --configure: it just hangs?
It also appears to be a WUBI install, since it's using grub-pc. It might be good idea to check on how much room the filesystem has to work in. Please give the output of:
df
which might give us an idea if there is a problem with the virtual drive

Did you ever try a clean-up in the past?
sudo apt-get clean
sudo apt-get autoclean
sudo apt-get autoremove
sudo dpkg --configure -a
sudo apt-get update
sudo apt-get -f install
Again try apply removal as suggested in #15

Seems it loops forever on generating grub.cfg.
No idea for a solution from my side. Hope someone else does.
The output of #10 states there is no separate /home partition (bad idea), I'd backup important data and reinstall from scratch. On new setup I'd create a separate /home, this way personal data will be kept on new installations.
