Hi Ed Riehle,
You can always update your self. That's my preferred method:
sudo apt-get update && sudo apt-get -y dist-upgrade
to configure automatic updates, check this link:

Thanks, did that. Am stuck on libqwt-dev. Will not update. Have not had any other
updates in a couple weeks. Now have security updates on automatic.

All I can suggest is either change package source using software centre (changing to the main server may help, if you are already on the main server try a different one physically closer to you). Or try this:

Apparently, those guys who answered your questions are not using Ubuntu. They are just giving you advices by imagination. Unlucky you... I've got exactly the same problems as you mentioned. What I'd love to recommend those guys who answered your questions --- "do a real investigation before answering. find the problem first and then make it work on your own computer first before answering. And never imagine a solution, but work out a solution! "
