You need to tell apt-get that you trust extras.ubuntu.com's packages.

sudo apt-key adv --keyserver keyserver.ubuntu.com --recv-keys 3E5C1192

The output you gave is correct, but I did not expect that response from the program.

It could be you are behind some form of proxy or firewall that is blocking/redirecting outgoing HTTP requests, or were at some stage, and this has caused corruption of your apt database.

What sort of connection are you on? Have you been on any corporate or public networks recently?

Here is a related bug, with some recommended fixes

At home I have a comcast cable connection running a network through a netgear router which I went through and reset when I started having this issue. I was on a public network lately at a hospital and come to think of it that is when my issue started. I will try out the link you gave.

Thank you
