Do you mean start your own PPA, or add a PPA so you can install apps from it?

Step 1: On the PPA's overview page, look for the heading that reads Adding this PPA to your system. Make a note of the PPA's location, which looks like (for example):

ppa:gwibber-daily/ppa
so how to open ppa overview page to get my ubuntu required ppa location

Have a look at the page, click on 'read about installing'.
https://launchpad.net/~gwibber-daily/+archive/ppa

run:

sudo add-apt-reopsitory ppa:gwibber-daily/ppa; sudo apt-get update; sudo apt-get install gwibber

NB. If you use a PPA and get issues, you will not be supported in #ubuntu on irc.freenode.net as you are using a 3d party software source
