The package libqt4-dev needs to be reinstalled, but I can't find an archive for it.

I'm trying to Install Skype but whenever the.deb file appears in the software center I cannot install it because of the mistake shown above.
Also, when I try to install this package ($ sudo apt-get install -f libqt4-dev) I get the same answer...
I also got some .deb packages to appear on the software center, but I cannot click the install button in none of them.

Any suggestions or commands that can take me out of this predicament!

Thanks for the reply and for your time.

I decided to do a fresh install of Ubuntu 11.04. Then, when booting I got the message: no disk / grub rescue, which load nothing (typing ls in a terminal and rebooting with Control+Del+alt did not solve the trick!). A couple of days ago, installing 10.10 and then updating to 11.04 was a possibility, but the dreaded /grub rescue/ appeared again.
The only solution, installing Ubuntu, again!, with windows in a small partition(7 GB partition), just in case, and everything back to normal.
