Natty is 11.04, and Oneiric is 11.10. Which version of Ubuntu are you running?

I am not sure exactly what actions you are describing (where are you pressing "Report a problem"?), but your description is detailed enough for me to have good reason to think that you are not using the recommended procedure for reporting this sort of bug. Please read https://help.ubuntu.com/community/ReportingBugs carefully, and note that when you use Help > Report a Problem, that has to be in the application where the problem is occurring, not just any application.

Since there is no help menu for Unity (nor specifically for Unity's panel, nor for indicator applets in the panel, nor specifically for nm-applet), you cannot use Help > Report a Problem to report this bug. You will instead have to manually invoke ubuntu-bug with the process ID number of the affected process. The ReportingBugs page explains how to do that; if you need help after carefully reading that page, please feel free to post a reply.

*Dear Sir,
Thank you for the reply. Yes you are correct that I an using 11.04 ubuntu
natty. In my top panel network applet is missing, but the network is
connected. I wanted the bug to be re posted and tried the procedure
suggested, but for the process I am not able to get the number. since the
process is not listed in the task manager. Then I tried with report a
problem in applications. This is not working. In these circumstances how to
report the problem?. I am not sure what terminology to be used. I want
guidance to solve the problem.

I am sorry it is "SYSTEM MONITOR" and not Task Manager. Kindly note this point.

Try alt+f2
Run: nm-applet

Every bug report needs to have a package assigned, find out the package.
e.g.
dpkg -S nm-applet

Next step according to output result:
ubuntu-bug network-manager-gnome

https://wiki.ubuntu.com/Bugs/FindRightPackage

Lets say there is already an existing bug report:
apport-collect <bug number>

https://wiki.ubuntu.com/Apport#Tools

When I type "ubuntu-bug network-manger-gnome in the run: I get a message that net work manager-gnome is not installed.
Even after re-installation I get the same message. Another message for collection of data stops in the middle and automatically gets closed when the massage of not installed is closed.

What did you type, exactly?

"ubuntu-bug network-manger-gnome" is a typo.
