I have been trying to get onto Ubuntu Forum to ask a question.
It says my user and/or pasword are incorrect.
I have several times tried under two usernames to get a new password.
I get the first email response that says by using prescribed link my
password will be changed and emailed to me.
I never get it. I have tried several times.
I have also tried to register once or twice more.

jackling; it sounds like you're missing the ubuntuforums confirmation emails?
you might have an over-active spam filter - take a look in your 'Spam' folder (if you have one) and see if the message got filtered there?
Worst case: set up a new email account e.g. on https://mail.google.com/ and use it to register.
