Make Ubuntu 10.04 less internet dependent?

You're probably saying WTF? to the title so let me elaborate A_A

Now, from working with others with Ubuntu, I've noticed that if you don't have an internet connection, being Wireless or Wired, you're basically screwed.

It's absolutely rankling when you have to install things manually and having to go out and get fifty thousand dependencies for one program and, once you have them all, you're basically saying "What the hell was I trying to install again?"

Is there ANY WAY to make this problem, more like burden imo, less relevant in 10.04? I think it would REALLY benefit the Ubuntu community and even the Linux community in general :)

This is being worked on, stuff like google gears enables us to use web based
applications offline also HTML 5 is helping us accomplish this more.
