How to disable mouse over help, the yellow dialog box?

How do you turn off the help dialogue that appears in a yellow box as the mouse pointer passes over an icon in the tool bar ?

Open configuration editor (applications -> system tools) and choose apps - panel - global and uncheck "tooltip enabled. If you don't have the configuration editor then right click the applications menu, choose edit and add it.
