main menu top half is missing why and how can i get it back

how can i get the main menu back the top half is missing can you answer this one or not ?

     Not sure what you have... you mean the menubar is there, but only half shows? Is the other half off the screen and adjusting the monitor would do it? Has it been resized (if you right-click on it, select Properties, and check the size, how many pixels is it)? Is the Expand box checked?
     Please be more descriptive of exactly what the problem is...

Have you tried right-clicking on the menu to see if a lot of those options have been unticked? Are they?

no the main men wot go up and to the right most of it is missing ?

Go up to the top taskbar and move your mouse onto the "Applications" menu but instead of left-clicking to bring up the menu instead try right-clicking on the "Applications" button. Does that give you the option to "Edit menus"?

Ok, try right-click on a big empty grey area on your taskbar. Choose "Properties" and on the "General" tab change "Orientation" from "Top" to "Bottom"

Did that move the panel to the bottom of the desktop? Can you see the top half of the menus now?
