You need wine. Install it from Synaptic. And then it should be possible to install the .exe file.

In order for Win32 (.exe) application files to work in your (k)Ubuntu installation, you need to install and Emulator (i.e: WinE).
To update your applications, you need to execute the command command below from your terminal (click on the blue KMenu icon and start typing the word terminal, then click on Konsole):

sudo apt-get update && sudo apt-get upgrade

Go System-->Administration-->Software Sources. Type your password. Under the first tab check whether needed sources are marked or no. After that you can choose by clicking on "Download from:" the server to download from. It should be configured to the nearest server if you gave your location in the installation process. Have a look at the second and third tab and mark, if needed, the sources. Under the third tab (Updates) check at the bottom if the "Release upgrade" is set on Never. If so that's your problem. It should be set on one of the other two options for upgrading.

I am not sure you solved your problem. Can you download now? Did you find unwanted settings in Software Settings?

May be you mean in your questiont updating particulary Wine. If so be sure Update manager manages the updating of all your installed programs and if a new update for them appears in one of the sources, listed in Software Sources, the manager automatically pics it up an asks you do you want to update the particular program.
