What does charger_manager do on a desktop system?

Mainly for Laptops. Included in 20.04 due to OS is for Desktops and Laptops and other devices.

I repeat, what does this do in a desktop system? A non-laptop system.
A system that does not have a battery for power, excluding the clock
battery. That does not have a battery charger.

This is part of the default OS. Serves as nothing for a Desktop.
I will reiterate:
Mainly for laptops and other devices with batteries.
This is part of the Default operating system.
This is part of the Linux kernel. I would ignore it.
