How do you initiate the shutdown?
Which desktop environment are you using, are you running wayland or XOrg?

Did you ever wait a minute to verify whether the system shuts down?

On my system it does shut down, but the counter is not updated every second but only 60 - 50 - 40 - 30 - 20 - 10 - 9 - 8 - 7 ...
