The configuration of your package management system seems to be wrong.
You are downloading package lists for Ubuntu focal and for Ubuntu bionic. This is wrong.
For diagnostic purposes please provide the output of the commands
uname -a
lsb_release -crid
cat -n /etc/apt/
ls -l /etc/apt/
grep dl.google.com /etc/apt/
grep bionic /etc/apt/
(Remark: the command to look at the apt-secure(8) manpage would have been "man 8 apt-secure", but this most probably will not help)

I had 17.10 Artful Aardvark, then responded to the update which gave me focal 20.4, though it seemed not to download completely. A second attempt was better, but I still found a few odd error messages - eg the software download button produces "unable to download because not supported". It does download now, though, since running your previously suggested commands. Also, theDebian and Wayland desktops contained my desktop files but would not actually show them on the desktop - I managed to set this up satisfactorily on Cinnamond, on which I have stayed.

Try the following:
Open a terminal window and issue the command
sudo gedit /etc/apt/
This will ask for your password (to confirm an administrative action) and will the open the sources.list configuration file in an editor.
Replace all occurrences of "artful" by "focal", except in the first line (which starts with deb cdrom:...)
Replace all occurrences of "bionic" by "focal"
Scroll down to the end and remove the last three lines.
save the file and close the editor
sudo gedit /etc/apt/
Replace all occurrences of "bionic" by "focal"
save the file and close the editor
sudo rm /etc/apt/
The try again with the commands
sudo rm /var/lib/
sudo rm /var/lib/
sudo apt update
and copy/paste all output as done before.

Ok, the errors have disappeared, but your settings still are not fully correct.
Do a similar action as before:
sudo gedit /etc/apt/
Go through all lines , look for those that start with "deb-src" and put a comment indicator ('#') in front of the lines, which do not have such indicator yet (I guess it is only one occurrence in line 44).
Now do the opposite and remove any comment indicator ('#') that is in a line that starts with 'deb', except the very first line where it should stay. (I guess this requires changes in line 5, 10 and 16)
save the file and close the editor.
Then run the commands
sudo apt update
apt list --upgradable
and copy/paste the output that we can check the results.

I do not see anything wrong any more. In my opinion the problem is solved, unless you still see something that does not work as expected.
I suggest that you either mark this question document as "solved", or provide more information about your problem.

Manfred
Thank you very much for your most helpful guidance. It was issues
around updating software which initially provoked my queries, and they
all now seem to have been rectified. There was one other issue which
appeared after upgrading from 17.10 to 20.04: the integrated camera (in
the laptop lid), can no longer be found by software which used it
previously (Zoom, Skype, Cheese); if there is a message it simply says,
'no camera available'. Should I close this question and start another,
or is it more likely something I need to take up with the laptop's
maker/supplier?
Glad of your comment before I mark this question solved.

This question document was about problems with the package management system. You should not add a different problem (with the camera) to it, but create a new question about that other issue.
Before asking the laptop's supplier there are some checks that you could do. So I suggest that you create a new question document.
