UEFI seems to have a problem?

USB works for keyboard and mouse. Cannot boot from USB. Using a memory stick just damages the stick..
My PC is a Qotom model "Q107S" ("Skylake"). (I can't get in touch with the supplier with regards to "refreshing the UEFI".)
I want to reload my OS and clear what boot partitions are in the UEFI as there is a potential "destruction" of USB memorys attached externally..
Ubuntu 18.04, personal use computer (not server). I have no audio (prefer "non-pulse"; compatible with Rosegarden).
For now, I'd just like to be able to use the computer with full functionality. (I have an older one that runs Puppy Linux but, it's not going to last forever..)
Just "stable legs" on this platform would be good. Full use of USB a must. (To be able to boot with a USB would be so helpful!)

If you have screwed up the UEFI BIOS settings, then this is not an Ubuntu problem, and nothing what Ubuntu can repair.
Have you tried resetting the BIOS to "sane defaults"?

Every time I go to the BIOS I can't re-establish what I logged for settings. (From what I had tried before, I believe I corrupted the boot partitions in the UEFI.) Choices disappeared in BIOS... (I expect the FLASH Memory for the UEFI stuck values and cleared others from the menu.)
I don't know how to navigate the BIOS "partition manager" (and suspect that an experiment might be more destructive than where I'm at right now.)
The BIOS is "Core Version 5.010. UEFI compliance: 2.4. PI: 1.3
AMI "PRoject Version" is: Q1XX20_8 x 64.. Build date: 2/25/19. --AMI--
I tried to contact the manufacturer (Qotom). -Not interactive- --There's a missing piece about reloading BIOS with a USB stick.. (The file that needs to be "de-compressed"... --Where is it? They fail to mention...)
I'm thinking: There are two paths.. (1) Boot w/o battery attached and "Hack the partitions" using the UEFI/BIOS. Power-down and do again (HOPE!) CMOS settings are returned to normal... (2) Start from UEFIMGR in Terminal-mode and erase the boot partitions. Cycle power (with the CMOS battery disconnected) and reset the settings.
--I don't like what I think are the choices..! Either one -could- make things worse.
..I don't know what I'm doing..

Don't confuse the BIOS settings (in NVRAM) and the UEFI BOOT partition (on the hard disk).

I'm getting the "Don't call us, we'll call you" from AMI, EFI, Qotom, Ubuntu.
I've seen my installation decay (Ubuntu 18.04) with each boot or, update installation.
Who do I thank (for nothing) ???

UEFI partition is not on HD. It's EEPROM. The lower part of the Linux kernel resides there. Many "top" programmers run into problems when they have to deal with it. As much as EFI tries to standardize power parameters, the BIOS provider links with it. -No standards..;
