I'm using lubuntu 18.10 is not updating the software packages running muon and discover

i'm trying to get the software program chirp, but always got errors on intalling it into my laptop, please help me solving it

What is the output of the commands (to be executed in a terminal window):

uname -a
lsb_release -crid
sudo apt update
sudo apt install chirp
