Cosmic is end of life and no longer supported. It's like looking for updates for Windows 98. They don't exist

I suggest you wipe the install off and do a clean install of Focal (Ubuntu 20.04). This is LTS and pre-release presently. You will upgrade seamlessly to the release candidate and enjoy support for 5 years.

Remember to back up any important data before removing the old version.
