issue after install of new graphic card Mate 18.04.4

I just built a new gaming computer. A Ryzen 3 3200g, Asrock B450M HDV R4.0 with 16gb (2x8) T-force VulcanZ and in the beginning I had a Zotac geforce gtx 750ti. With the 750ti I had no real issues. Now I wanted to upgrade my GPU to a Gigbyte geforce gtx 1650 super. I bought the 1650 super and put it in and I wanted to check the drivers. When I went to the additional drivers there was a message saying that it was "no additional drivers available" so that concerned me. When I had the 750ti in I had all the proprietary drivers available to install. I then did a fresh install thinking maybe it was just a glitch with the new Gpu running on the old GPU drivers setup. After the fresh install I ran into all kind of new issues. When Mate opens up with the "Welcome" page that it displays in the beginning, wouldn't fully open up and it would kick me back to the startup login page. It was a vicious circle of open home page be kicked back to login. I finally had to reinstall my old GPU just to get it to stop doing that. After that fix I pulled the old card out and put the new one back in just to find out I couldn't install any drivers. It was still saying "no additional drivers available" and I didn't have my Nvidia setup app. So I had to reinstall the old GPU just to get any drivers and the Nvidia setup app back. Now the GPU does work with these drivers but, it has some glitching issue in game. I'm sure the drivers are not optimized for the new card.

 Any help would be appreciated..

The gtx 1650 card is supported and takes the 430 version driver:
https://www.nvidia.com/Download/driverResults.aspx/146629/en-us

And it is available in the repository:

That begs the question as to why your system does not find the driver.

Boot the install with either the nomodeset boot parameter - or - in the recovery console

Does the kernel see the card; what drivers are loaded ?

Post back the output of terminal commands:
lspci -k | grep -iEA5 'vga|3d'
sudo lshw -C display
dpkg -l | grep -i nvidia
uname -r
for diagnostic purposes

The Nvidia x server setting say the 430.05 driver is in use at the moment.
It's crazy the hoops I had to go through just to get those installed. Now
granted, I could have installed those through the terminal doing the whole
ppa thing, but now that Mate and I guess most all the Ubuntu types have the
proprietary drivers in the additional drivers now.I do prefer the new ways
of doing things over the old way.. It looks like they are installed I
guess. Now since I had to use the old GPU to install these would the
drivers still work for the new card too? From what I've read, when you put
a new graphic card in you should do a fresh install of the drivers for that
card..

Well, Nvida recommends for the 750ti the 440 version driver:
https://www.nvidia.com/Download/driverResults.aspx/156772/en-us

I can accept that the 430 version driver will drive either card; but yes; one should match the card to the correct driver. Purge old driver and install anew.

Great thanks for all your help.
I'll do a fresh install on the drivers. It's just so odd how this setup
with this new card is reacting with the is. It acts kind of buggy at times.
I had to remove a "system program problem detected" on startup. It's almost
like it doesn't know what kind of card it is. My old 750ti was everywhere
,Nvidia setting a rundown of system setting. It was everywhere.. This has a
generic "graphics card" everywhere. I have yet to see that this is a 1650
super lol.
