i've switched xorg.conf and tried First install scim-bridge

sudo apt-get install scim-bridge

then after installation, edit /etc/X11/xinit/xinput.d/scim as root

sudo gedit /etc/X11/xinit/xinput.d/scim
Find the line on with GTK_IM_MODULE
change it into

GTK_IM_MODULE="scim-bridge"
change the line with QT_IM_MODULE into

QT_IM_MODULE="scim-bridge"
then restart your computer.

with no luck yet.

Ok this may not be the solution you are looking for, but it will certainly make your life easier while you wait:

1. Press the left ALT key and hold it down.
2. Type "64" on your numpad
3. Release the ALT key. The @ symbol will appear.

I'm sorry. I don't know how to enter the hexadecimal Unicode value. When
I Hold down Ctrl and Shift and enter the letter U and hit 64 and enter I

It works fine for me.

For example, to get an @ symbol, I hold down Ctrl and Shift, then WHILE HOLDING THEM DOWN I type "u40".
That immediately gives me an @.

Please try again, as I can't imagine why it wouldn't work.

Vim has it's own shortcuts, you maybe need to create a keymap. As far as I come on reading the [@] symbol alone isn't mapped, it's used as an operator.
btw. ctrl+shift+u40 worked here.

I have read everything in this and I don't see how any of this applies
to my problem with 8.04 Hardy Heron and not being able to type in an @

It is very difficult for me to comprehend this as I've never previously
had to dwell on a problem such as this.

I used Compose Key and my Preferences didn't go directly to Layouts. I got message like : Problem with Bobobo--non-GNOME (e.g. KDE) settings manager.

then it went to keyboard. i made the changes and restarted the computer and opened vi, but right alt didn't produce anything, neither did shift right alt and left alt did something that makes it impossible for me to close the vi.

does any of this point you to my problem?

i'll try the other suggestions also.

Without the GNOME settings manager running, some preferences may not take effect. This could indicate a problem with Bonobo, or a non-GNOME (e.g. KDE) settings manager may already be active and conflicting with the GNOME settings manager.

What is the output of:
gnome-settings-daemon &

Or it might be better to run it in debug mode:
gnome-settings-daemon --debug --no-daemon

If you like to have a log file of the output in /home/user:

From recovery mode (root shell)
or ctrl+alt+f2
you could try:
sudo -s
password:

Bob,
please note the typo in your commands, it's dpkg not dkpg.
The login in a tty requires the same as usual graphical login, your username and password.
e.g.
tty login:
username [enter]
password [enter]

If you don't find an @ on your keyboard it might be a good idea to search for your keyboard on the internet to get specifics and in case manuals.

However, some information may give this:
grep -i keyboard /var/log/Xorg.0.log

 Sorry I'm so inept at this.

My username I'm assuming is pubuntu ( ps -fu and id ) but I don't know
how to look up or change password and don't remember it.

Rebooted Which didn't resolve my @ problem.

Bob you don't need to be root for Xorg.0.log, just type in a terminal:
grep -i keyboard /var/log/Xorg.0.log

Options:
Open Nautilus and navigate to /var/log
or access from menu on the panel
system administration -> system logs

##Anyway there has to be a Xorg.0.log

My problems--so far as I know now, I can work around once I had @
