How to report a bug if the system won't run?

I've been trying to install ubuntu 18.04, but the system crashes with a kernel panic and thus won't run. So how do I report this bug?
The system passes all memory tests and runs 17.10 with no problems, but will not run 18.04

No not directly. I've downloaded from 8 different mirrors and burned 10
dvd's with 2 different burners. But wait, there's more!
After installing 17.10, I have late yesterday, performed an upgrade on
the running system to 18.04, and after the upgrade, during the rebooting
to your new system, I get the same thing. So today, I'm going to have to
start over with 17.10 and I think for now I'm done with 18.04!
