Does the system have a make and model?
Is it a USB mouse and keyboard or is it the touchpad and keyboard on a laptop?
Which release of Lubuntu?
Is it fully updated?
Do other keyboards work?
Do other mice work?
Have you tried other USB ports?
If you are using a hub or port replicator have you tried not using it and connecting directly to the USB
Is the USB enabled in the BIOS?
Did it work during the installation?
Does the system have a shortcut to enable / disable the keyboard and mouse if it is a laptop?

We need details like this. Your question is incredibly bare and tells us nothing of the system or what you have tried.

this happenned on two different systems, on two different lubuntus (16 and
17) persisting with change of usb keyboard
once on a live cd version hub port is for which purpose ?
usb port on the computer is being used in one computer, other one is
loading from the hdd

This may not matter, because problem appears and disappears on different
runs.

sometimes there are lags on updates, for failure in server, or for updating
once a month.

No.
When system freezes usually nothing works.

No.

Yes

yes, but the problem has occurred without that.

yes

yes, and it also works after restarting.

I have run ubuntu under windows before by using wubi, but not lately on any
of the two machines.

I am not sure if the bios is updated, I checked for updates recently but
have not found anything yet to update with conclusively.

also I am trying to lear boot options for power, and at the moment, the
desktop system shuts down on its down and restarts, and sometimes have
connection problems on laptop.

I tried, but either started and did not complete the test, because it is
taking long time.

Also are you familiar with all the options in the test? Which specific
tests should be run?

You don't need USB. It's part of the default install. Hold SHIFT at boot then use cursor keys

who should i address that question?

Now if the original problem occurs while using ubuntu, where by the
original problem I mean freezing of mouse pointer through touchpad and
keyboard not functioning, do you know of a way to capture the problem to
report it for finding the reason, while running from a live usb.

In one of the computers where the problem occurs, the keyboard is working
until the problem occurs, after which nothing but a restart solves the
problem. (that is the laptop)

In the case of desktop, it used to be that when grub menu appears keyboard
does not work, but after the system starts, everything worked.

the keyboard does not make the bios menu appear.

If you are unable to start BIOS setup, then this is a hardware or BIOS error, and not an Ubuntu problem.

Bionic is LTS and supported until April 2023 so I suggest you use that release. May help
