ubuntu software instoller not working in ubuntu 16.04

Shows or says Downloading but nothing is getting in or show in files being down loaded and finally quits . . I am watch System Monitor so I see the incoming or out going web

What is the full output of:

sudo apt-get update
sudo apt-get upgrade

I just dumped it and went back to 15.10 . . Waiting for 16.10 . . By then stuff will be fixed
Then i do a copy of files to back up drive and wipe and install 16.10 . .
