Please provide us with more information.

Is it a CD or a DVD you are using?

Are you sure the drive is a DVD reader if you are using a CD, I am asking as if you are running Windows 95 it could be an old machine.

Does the disc work in any other computers?

Have you edited the BIOS or pressed the appropriate key to select boot from CD/DVD rather than booting from the hard drive?

Yes formatting C: is sufficient to remove windows and for doing a clean install please refer:

Enter this command in a DOS Prompt

format C:\ /Q

/Q, Performs a quick format and additional drive space will be obtained

and you can try damn small linux (Since your system is old)

If the disc is not working and it will also not read other discs, I suspect it is the drive.

As for the BIOS settings and such, it will tell you the button to press when you boot, it usually tends to be something like delete or f12, but its different depending on the motherboard.

Can you help with this problem?
