Your backups will protect your data.
You can boot to the Live CD / USB desktop and chroot to the installed OS. You can then repair the OS and even grab those last few files that are not in your latest backups.
Why are you upgrading to an obsolete version of Ubuntu. Only 14.04 LTS and 16.04 LTS are currently supported. 16.10 is in prerelease (it's not LTS).

it's 16.04 from the software updater, sorry got the number wrong.
is there a command I can run in the Terminal to grab any missing files that may not be there?

Mount the file system in the Live CD desktop and you can grab stuff

What is the status of your system?
Does it boot into the graphical desktop environment?
For diagnostics, what is the output of the commands
uname -a
lsb_release -crid
sudo dpkg --audit
sudo apt-get update
sudo apt-get dist-upgrade
If these command do not show any problem, then I would be confident that the power out did not do too much harm.

OK just one more question.
does it have to be a cd/dvd of 16.04 or can I use an older version on a cd/dvd?

Ok, there are error messages that we can start working on.
1. You have a PPA enabled that does not contain software for xenial and should be disabled.
What is the output of
grep apt-fast /etc/apt/
2. Re-try the command
sudo apt-get dist-upgrade
but on the question
Do you want to continue? [Y/n]
just hit the "enter" key.
What do you get?

No errors, no pending updates. This is fine.
I do not see any problem in the logs.
Does the system now behave as expected, or do you see further problems when booting and using the system?
There are some packages listed that are not needed any more, probably leftovers from a previous Ubuntu release.
The command
sudo apt-get --purge autoremove
will remove them if you want.

wow that was a lot of old files. that took about 3 or 4 minutes.
ok a few things
1. I do a lot of work with images jpg's, When I download jpg's to my desktop from the web, I sometimes I get the cardboard box with the image and I can't delete the boxes, but they do go away after a restart.
2. every so ofter it just freezes up for a few seconds.
3. icon of files are the same size they have always been, but odt and them cardboard boxes and huge, there 3 times the size of a file icon.
ok after doing the -purge autoremove and a restart I got my first update from the software center that was a good to see and everything is moving way faster. :)
So no clue if all them old files were getting in the way and marking it freezes up for a few seconds. it does not happen very much or for very long.
I wound like to know how to fix 1 & 3. there just annoying to me, lol
and unless there is something I can do to check about the freezes up. I may have to see if it is going to do it. I'm looking at my systems monitor and I've never seen the CPU so low. it's not cruising close to 90% like I'm use to seeing.

On the question "Do you want to continue? [Y/n]" you should just press the "enter" key and nothing else.
If this does not work at all, you might try
sudo apt-get --yes dist-upgrade
to give the confirmation on the command line.

Ok, the system looks completely up-to-date with all packages installed any no broken dependencies etc.
If everything is well working (except the icon size and cardboard box image issues mentioned above), I suggest that you set this question document to solved, and open (a) new one(s) for the additional issue(s).

Pardon me for reopening this topic.
My upgrade from 14.04 to 16.04 also failed during a power failure. The laptop survived for just long enough to see that the upgrade had ALMOST completed. When I tried rebooting, grub gave me about 30 kernel options, both normal and recovery, but trying many different ones only filled the console with error messages.
Is there some way I can use the 16.04 Live CD to (a) backup my latest work, (b) save /home and /home/<username>/ .<app-config> folders, (c) save Document and Download folders, and (c) salvage sources.list and other system crucial system files to re-install all my apps. (I do have a backup which does not include very recent work.)
Is it possible to rerun the upgrade-in-place (does not overwrite user stuff)?

@Hedley Finger: Please do not piggyback on someone else's question, but create your own question document.
There is no possibility to follow-up the status of your question in the document of somebody else that has already been closed as 'solved'.

Manfred:
My mistake. I thought a closed thread automatically blocked further
responses. Will do as you suggest.
