Can not print after upgrade to 15.04

OK...I give up...what is up with 15.04...can not open photos and docs from connected sausung note 4 smartphone.
AND can not print...error message..."There was an error during the CUPS operation: 'failed to connect to server'."
Any clues to these days old problems regarding simple O/S functions...?

I have added the printer, started cups in termianl (sudo apt-get install cups)...everything says ok...EXCEPT...EXCEPT...
Can not connect to CUPS print server..."Firefox can't establish a connection to the server at localhost:631."

Google and the forums list pages of this problem with solutions that do not work.

HP OfficeJet Pro 8610.

IT seems no matter what settings, printer, config, etc...
ALL MOOT if 15.04 can not contact primary mechanism for
Ubuntu printing and print services (CUPS)...

Of course Not being able to access CUPS (the primary mechanism for Linux
printing)
is a big disappointment with the 15.04 upgrade and totally Unacceptable.
Is there any way I can revert back to 14.10 short of a new install...?

15.04 is very young so issues are to be expected. Utopic is EOL in July this year but you will need to reinstall to get the older version. I suggest you install Trusty which is LTS and supported til April 2019.

OK...maybe the upgrade was the wrong version for my machine
so that is why I can Not access CUPS...?
My laptop is a 32bit machine.

Back-up. Then fresh install of 14.10 which "saw" my network printer.
