OS 14.04LTS 32 bit has fontconfig folder inside Home folder

It seems weird for the fontconfig folder to be in the Home folder along with documents, videos, pictures, etc. The 36 individual files of the fontconfig folder are a string of alpha-numerics that end with ".cache-3" such as: <0c9eb80ebd1c36541ebe2852d3bb0c49-le32d4.cache-3> . Shouldn't this be in the file system in some apt folder there? And how did it get here? Or is it some massive invasive species that ought to go?

It's looking for fonts... Hardly invasive at all. If no fonts are found then they are not present then they are not offered to applications using the font configuration.

In spite of my ignorance with software, I figured it most likely was not invasive. However I question the placement of the fontconfig folder in the personal Home folder. It just seems like if I were looking for it I would look in the general systems file folder and not in the same window next to picture folder, document folder, music folder, and so on.
I guess you're saying the OS created this folder out of a need for additional fonts- maybe from a recent software update?

Why? Users only have full access to their home folders by default so this will allow them to add custom fonts without needing systemwide access. This makes administration tonne easier in this situation.
