why does it say failed download check internet connection every time I try to down load or update when I am online?

I am trying to do the language input, install VLCplayer (so I can watch DVDs) and libdvdcss and they all say failed to download package files check your internet connection. Why is this happening? I tried using both my wifi connection and my Ethernet connection and it keeps coming up with the same thing.

What is the output of:

sudo apt-get update; lsb_release -a
