Un-installing bug infected Ubuntu 12.04

From May 2014 to the present day I am unable to access the Software Center or the Update Manager. This was due to a bug which I have reported. So far nothing have been done to get rid of the bug. How can I un-install UBUNTU 12.04 whcich has been installed along side Windows 8.1; neither Windows or the PC BIOS recognise the existence of UBUNTU. At the meantime, is safe to use it without being able to access the Software Center?

What is the output of :

sudo apt-get update

You don't need software centre. You can use apt-get which is what software centre is a GUI for.

The OS will run without updates but security updates will not occur on the system without them so technically not safe, the OS will otherwise run as you would expect.

If you want to keep Ubuntu 12.04 and get the problem with software-center repaired, you should follow steps 1 to 6 in https://help.ubuntu.com/community/PackageManagerTroubleshootingProcedure and paste all output into this question document https://answers.launchpad.net/ubuntu/+question/252368
