Is the new non-beta Ubuntu 14.? out yet?

Yes 14.04 is released. The version number tells you the release time. It is released in 20 (14) in April which is the (4)th month. The codename starts with the next letter in the alphabet. Ubuntu 13.10 was called (S)aucy so 14.04 starts with a (T) and Canonical chose to name it Trusty.

They don't just pull numbers from thin air.

The next version of Ubuntu to be released is 14.10 which is the (10)th month so will be 14.10 and will start with a U. The codename is Utopic.

As it is May 2014 then we can assume 14.04 is released and that 14.10 is in development

Additional information:

If you have Ubuntu 12.04 LTS installed, you will not see the offer for upgrading to 14.04 LTS for another month or so.
The plan is to publish the first sub-release 14.04.1 (I think in July) before the upgrade will be offered.

With the command "do-release-upgrade -d" (-d for "development release") you can upgrade your 12.04 system to 14.04 already now. The naming "development release" in that context is a bit misleading, as Ubuntu 14.04 is already officially published and no more in development status.

There isn't an alpha of Utopic yet so "do-release-upgrade -d" Will install 14.04 today. I'm not sure when that when that will change however.

Because LTS releases are meant to be very stable we always wait for the first point release before offing to upgrade from the previous LTS to allow time to catch any new bugs.

The 14.04.1 release is scheduled for July 24 see here
