kubuntu 13.10 upgrade from v12.10

Some of my panel apps shortcuts are inactive, even after reinstalling them:
EG: Chromium will not run even after reinstall
EG: Konqueror Freezes- unable to use it
Muon Software Center stalls for a minute or 2 then it works, but keeps freezing after selecting something!
Configure Notifications - Plasma Shell:
      Script Download Error - the proxy configuration script could not be downloaded
      Script Evaluation Error - There was an error executing the proxy configuration script
      Invalid Proxy Error - The downloaded proxy configuration script is invalid
In Software & Updates - Message: The information about available software is out-of-date
      Followed instructions to Reload. Hopefully some of the above may get resolved.
Maybe there are other issues I will encounter as have not tested everything yey - but am certainly NOT impressed with this upgrade performance so far.
Hope you can shed light on the above.

BAD NEWS! Cannot access Kubuntu this morning. Have tried every possible
Grub menu link, including all recovery options, and now I am in Windows
(pardon the expression) attempting to keep informed of your replies.
Question: Is it possible to obtain a 13.10 file in order to create a Boot
CD? Whether I can do it from Windows is another question!! Otherwise I will
have to resort to reinstalling v 12.10 & begin again.

You can grab Ubuntu 13.10 from here => http://releases.ubuntu.com/saucy/

Use a program to burn the iso to a CD or USB (for USB I recommend Unetbootin = http://unetbootin.sourceforge.net/ )

Here is an explanation on how to burn as .iso image file in Windows:

Backup your important files (documents , videos .. etc) using a LiveUSB/LiveCD session and do a fresh install.

Problems getting kubuntu 13.10 using Netbootin:
I successfully installed it on Windows XP using a 350G Flash Drive.
On reboot of Windows F8, there was no mention of Kubuntu.
On opening drive D: (Install Ubuntu(D:) wubi.exe Properties/Attributes was
marked as Archive - deselected this. All files are listed. Double-clicking
wubi.exe - selected Demo and full version. Windows rebooted immediately.
But on reinstallation, Windows starts.
Have spent hours doing this & have come to the end of my rope, especially
having to use Win-doze!! What am I doing wrong?

I presume you are having trouble with a Wubi install in Windows.

I suggest disabling UEFI in your BIOS. You can usually do this by choosing "Legacy Boot Mode" under the UEFI option in your computer's BIOS settings.

Then perform a dual-boot install of Ubuntu 13.10 64-bit edition (if your PC has a 64-bit CPU). So install Ubuntu 13.10 64-bit edition into a separate partition next to Windows. Do not attempt a Wubi install, which is less reliable.

Also make sure to MD5 test the ISO image of Ubuntu that you downloaded. Do the MD5 test before trying to perform a dual-boot install, which is not the same as a WUBI install.

Have already done the MD5 after I downloaded the iso - was OK

Sorry about that! Finally installed kubuntu 13.10 from a CD I burned. The
USB stick had ubuntu 13.10 on it - the iso of that plainly was kubuntu??? I
is toast now.
