The most common causes of this are either

1. You are using an old unsupported release of Ubuntu . If you are using anything earlier than 12.04 unless it's 10.04 server upgrade

2. You use a proxy server to connect to the internet and have not configured apt-get to use it see here:
https://help.ubuntu.com/community/AptGet/Howto

If neither of these apply then post all the output requested by Manfred.
