Problem with 12.10 Ubuntu Upgrade

I get this error message when I try to upgrade to 12.10 from 12.04

Can not run the upgrade

This usually is caused by a system where /tmp is mounted noexec. Please remount without noexec and run the upgrade again.

Am doing ongoing troubleshooting and tweaking. I have ditched 12.10 and
reinstalled 12.02 which works.
