Well, one that I'm aware of is Bluefish (http://bluefish.openoffice.nl/) but I don't the extent to which it can replace frontpage as I've never used either. However, it's easy enough to install from Synaptic.

KompoZer

a Complete Web Authoring System

combines web file management and easy-to-use WYSIWYG
(What You See Is What You Get) web page editing.

KompoZer is designed to be extremely easy to use,
making it ideal for non-technical computer users
who want to create an attractive, professional-looking
web site without needing to know HTML or web coding.

For more details look at http://kompozer.sourceforge.net/

install with
Synaptic Package Manager

Dennis, Synaptic is the package (i.e. software) management tool in Ubuntu. There is a fairly thorough overview at https://help.ubuntu.com/7.10/add-applications/C/index.html. In short, the tool is under system - admin and when opened will ask for your password and the give you a window from which you can search for applications and install them.
