Enabling RGBA in the panel and menus

RGBA: something that gives me great trouble, especially in the panel and menus. I want to know: When I enable transparency in the panel and RGBA elsewhere, how come the RGBA only enables in the panel and terminal, nowhere else? It won't enable in the menus, or any apps that it really works with, other than the terminal. Why is this, and what can I do to solve this problem?
