Power failure during upgrade Cannot continue nor use computer

During an upgrade from 14.04 to 14.10 a power failure turned off the computer. It will start but cannot connect to the web nor allow me to use the CD-ROM to reinstall 14.04. Both Firefox and Thunderbird partially load but in broken shapes. I am not proficient using terminal so I do not know if that is even possible. Thank you for any help you may provide

Just boot the system without GUI (Ctrl+Alt+F1), login in and use
sudo systemback-cli
command (if the systemback-cli package is installed). If this method does not work, boot a Live system (, install Systemback) and perform a system repair with a restore point. Or if you have a Systemback created Live image, just boot and perform a system copy without partition formatting.
