Can we change Kiev to Kyiv?

Can we change Europe/Kiev to Europe/Kyiv

There was a previous question regarding this change: https://answers.launchpad.net/pytz/+question/685750

The response was that pytz takes its data from the IANA database, which now seems to have updated to reflect this change.

I was wondering if pytz could be updated similarly?

As far as I can see from https://git.launchpad.net/pytz/tree/tz/europe#n3830 that change has already been made.
How do you install and use the pytz software?
