How can I apply an effect to only one small portion of the video image, as opposed to the entire image?

I recorded my screen, but I want to blur out the popups that appear at the lower right part of my screen. I spliced the overall clip to make the blur effect only apply *when* I want it to, but I can't find a way to apply it *where* I need it, as opposed to the entire video image (making everything unwatchable, as opposed to only the popup I want to obscure).

Until now, (its will change with the 2.0.0. and keyframes) you must cut the
part of the clip that you want to apply the effect.
