how to blur faces?

Is possible to apply pixelate or blur to regions of video, to exclude faces of those whom I do not have consent to appear on video?

For the moment, no it's impossible to apply an effect only on a part in a video. Perhaps in the future but i don't know if it's possible. Only Jonathan can answer at this point.

WAX despite being freeware, is for windows, and i think is not opensource.

I found an alternative using LIVES!

However I really would love to see this kind of solution into OpenShot

No you can't . Only Transcode can do that but it is a CLI programm and not
easy to do it.
