Not shipped with Nova, no. There may be separate projects that provide this.
Any web interface that speaks the HTTP query EC2 API should work with Nova.

We're working on getting this working as a crude user gui. https://github.com/rackspace/groundcontrol

It only works with Rackspace right now, but it shouldn't be too much to port to OpenStack.

Yes, one of the API's exposed by Nova is the API known from Amazon
EC2. I wouldn't be surprised if there were projects out there offering
web interfaces using it.
