Generate process e− + e+ → γ + γ > H H in photon collider

Something like
generate a a > H H [noborn=QED]
output
launch
set lpp 3
set fixed_scale 10

doesn't work

MG5_aMC>generate a a > hl hl [noborn=QED]

The current model 2HDM_CPC_Type-I_NLO_cba_UFO does not allow to generate loop corrections of type ['QED'].
Command "generate a a > hl hl [noborn=QED]" interrupted with error:
InvalidCmd : The model 2HDM_CPC_Type-I_NLO_cba_UFO cannot handle loop processes

What is your error/problem?

If your model is not able to compute such loop, then this is not possible obviously.
You need to go back to FeynRules and do the computation of the R2 term to be able to compute such loop.

when a try to generate process " a a > h h [noborn=QED]" I find this The model 2HDM_NLO cannot handle loop processes

Your model likely contains only QCD loop and not EW loop.
