How can I add a temporary message in the launchpad, that "there will be a delay in our answers"

Hi,

Launchpad is an excellent tool to track the bugs/Answers for a Project.
We are using Launchpad for our project. As we cannot support the users for some period, I would like to add a temporary message saying that "There will be limited support available. Sorry for the inconvenience." message in the launchpad when any user is trying to post a bug/query.

Please help how to post the message

The only way to do this from the user-end is to probably post an
announcement, saying delay for sometime, and politely ask your users to
subscribe to the rss feeds for your project as that might help to get
them notified right in time.
