Error connecting from AWS instance to lauchpad, Network is unavailable

unable to connect to launchpad
I have internet access on my EC2 I have tried apt apt-get
and even wget to the url

Launchpad staff don't maintain the network infrastructure, so we're not in a good position to help with this. If this is still reproducible, could you please file a ticket with our sysadmins by emailing <email address hidden>?

The issues looks likes on cannonical side

It appears the destination ASN (AS41231) is only accepting customer prefixes from HE. Your prefix is learned from a Peer (AWS) and therefore is not advertised to the destination. Hop #39 in your trace is the destination peer IP and therefore the reason your trace ends there.
