PPA public key not available in keyserver.ubuntu.com

Public key for https://launchpad.net/~fio-maintainers/+archive/ubuntu/ppa is not available in keyserver.ubuntu.com, making it unable to build new packages and users are also unable to add the repository with add-apt-repository.
