Upload binary packages

My favored programming language is Pascal, especially the Lazarus IDE.
Because I can't create makefiles for my project, I'm not able to create a source-package for my project and ppa-service can't create a binary package.
I could create a package directly from the binary files, but those package aren't accepted by the PPA.
How can I upload packages to the repository, if I dont't use a programming-language like C++ (Python or Pascal)?

Hmm, I think you may be confused. There are dozens of packages in Ubuntu
that are written in various languages that aren't C++ -- including
Python and Pascal. There's no reason why you can't create Makefiles to
compile a Pascal project -- in fact, apt-cache rdepends gpc will show a
few examples of programs that depend on the compiler.
