User is disrupting our work flow

It appears that the user who was the subject of <https://answers.launchpad.net/launchpad/+question/191955> has re-registered as <https://launchpad.net/~bernie-bill> and is continuing his disruptive behavior. See the report at <https://bugs.launchpad.net/mailman/+bug/518517>. This user posted irrelevant comments and attachments to this report and assigned it to himself. Barry very diplomatically asked him not to do that and removed the assignment and the user put it back.

Thanks, but that's not the main issue. I think <https://launchpad.net/~bernie-bill> is the same person as <https://launchpad.net/~unowned60>. His name was also Bernard, and his behavior was similar - making irrelevant comments and changing bug status and not responding to polite queries as to what he was doing.

I know its not possible to keep someone from inventing and registering new identities, but can we block this one too? Hopefully, he will tire of the game before we do.
