User is disrupting our work flow

We've had a user (https://launchpad.net/~unowned60) start to change our bug statuses without any prior contact with the development team. An example is LP: #966565

I've now asked him a second time to stop doing that without getting approval from us first. If he continues to disrupt our workflow, I will follow up here to ask that his account be suspended so that he understands the seriousness of the issue.
