It's not possible to rename PPAs . You can of course create a 2nd PPA, copy the packages over and delete your original one, you have the ability to do this yourself.

I might be mistaken (if so could you please explain) but this is exactly
what I need and how it actually happened on this question/ticket.

That project doesn't have any ppas yours does. I've explained how to go around this by creating a new project and from there copying over the items.

These are the ones we have under the project now:

suricata-libhtp <https://launchpad.net/~oisf/+archive/libhtp-suricata>
Suricata <https://launchpad.net/~oisf/+archive/suricata> - which is deleted
suricata-beta <https://launchpad.net/~oisf/+archive/suricata-beta>
suricata-ids-ips <https://launchpad.net/~oisf/+archive/suricata-ids-ips>

I am trying to create a new one "suricata" and it is giving me an err
saying that "suricata already exists" .
Now, is there a way around this ?

I have to apologize I am a new to PPA , read the docs and there it says
that once you delete a PPA you can not create a new one with the same
name... so I do not want to delete before I can be somewhat sure that i can
create a new one.

Unfortunately Launchpad does not currently allow for the name of a deleted PPA to ever be re-used.
